About the OPG

The Office of H M Paymaster General is a statutory office. It is staffed by civil servants who operate the statutory accounts of the Paymaster General at the Bank of England under delegated authority.

OPG holds the cash balances of a range of public bodies, including all central government departments, in these accounts. Funds voted by Parliament to departments are channelled from the Consolidated Fund to OPG accounts. Balances on OPG accounts are made available at the end of each working day to the National Loans Fund to offset the government's borrowing requirements. Movements of funds (payments and receipts) arising from transactions carried out by OPG on behalf of customers take place through these accounts. This arrangement helps minimise the need to hold balances outside the exchequer.

To ensure that customers can operate accounts and make the transactions required to support their activities OPG operates a full range of accounts and banking transaction services. This includes all three of the UK clearings (cheque and credit, BACS and CHAPS), together with local paying in and cash withdrawal facilities and Merchant Acquiring for receiving payments by debit or credit card. All these services are supported by an electronic banking system. OPG's services also include a team of Account Advisers. OPG procures these services through outsourcing arrangements with selected commercial banks, the Bank of England and a "service integrator" - currently Paymaster (1836) Ltd.
